Why does the side bar menu show up on the right side (users) or left side of the screen after upgrade, how to fix this?

go to admin panel , settings /apparence/ Right-to-Left Mode (yes or no ) enable is or disable

Thanks, it is actually the second option as to where the sidebar shows, but however my issue was with the admin - why on a upgrade should these things change? That is not right
